Question / Help Help with Stream Settings?

Hey guys, I've used OBS Studio for about a year or two, I had the settings locked down and all was fine till I reformatted yesterday and now can't for the life of me get it working decently again.

i5 6600k 3.5ghz (OC'd to 4.5ghz)
EVGA FTW 1070 GTX 8GB
Currently on a line with 5mbps upload.
1440p Monitor

What settings would you recommend? I've been torn between using my CPU and GPU as the encoder since my CPU always seems to get overloaded according to OBS:S

Output resolution 1280x720
Framerate: 30
Bitrate: 2000
You might be able to get away with quicksync as the encoder, but I still recommend x264
