That log has no record/stream attempt in it.
Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

Good day, the same does not start tranlyatsii record in 32-bit versions and 64-bit everything works, but there I problemmy other, so I do not use it.

Your issue is that the file cannot be written:

According to the encoder, it's being output as 1920x1080. Where are you seeing that it's not?
When I see the video file its clearly not in that resolution

So your issue is the quality, not the resolution. You need to be sure you're specific when talking about issues like this.
2500 bitrate is nowhere near enough for 1080p 60fps. If you're recording, use the recording quality presets under Settings > Output when in Simple output mode. In the recording section, change the Recording Quality to Indistinguishable Quality, and then select your encoder.
