Help with Low Frames using NDI

Hi there, Im currently encountering a few issues with OBS NDI which at this point is driving me nuts. The problem I want to address is low frame-rates without drops detected. I attempt to record in 60 FPS but it comes out significantly lower even though the properties of the finished file indicates 60fps. To me, it looks like 30 or below. First off, let me explain my specifications of the computing:

Gaming PC (Game Mode OFF):
i7-9700k Overclocked to 5.0 GHZ
1TB Samsung Evo SSD 970
NVIDIA RTX 2070
32 GB DDR4 RAM

Streaming PC (Game Mode OFF)
i5-9600k
NVIDIA 1650
860 EVO SSD
16GB DDR 4 Ram

Network
1 Gig Switch
Cat 8 wires between computers and swtich

I use racing simulators and horizontal movement is incredibly important. Ive been playing around with bitrate however, the quality drop after lowering it below 50000 is not adequate for me nor does the video come out smooth. The canvas on my gaming PC is 2560*1440 and i have the output set for the same. On my streaming machine, the canvas is also set to 2560x1440 with an output of 1920 x 1080. Im convincing myself that I need a better GPU on the streaming machine to consume and encode the 2560x1440 stream but ive been throwing parts at this want want to consult the experts. Im considering using a capture card on the streaming machine but before i dish out that money, im curious on what could be my problems. Ive included log files from both machines. Any assistance would be greatly appreciated.
