Question / Help Help with low end pc streaming

Hello ive been trying to stream for some while with my pc
All i want is a stable 30 fps and 720p atleast for the quality of the stream to be decent and without much pressure on in game fps
Any tips on how to push my pc to the limit for streaming?
(Apparently i cant overclock my cpu)

Configuration:
Intel quad core Q8200 2.33 GHz
Amd radeon hd 5850 1 Gb
RAM 6 GB
