Question / Help Help with getting better quality

Hi I have a dedicated streaming pc with an i5 6600k not overclocked with a elgato hd60 pro capture card. I was wondering if there is a way to get over 720p 30 fps it also gets really choppy and laggy with anything above. I would really like to achieve 60 fps 720p. also do i need a gpu in this machine? We would need to see a log with a 60fps recording attempt to be able to tell what the issue is.
