Help with diagnosis, choppy footage

Disclaimer..I am not overly familiar with technical terms...

Recently had to factory reset my computer, redownloaded obs, since then my screen recordings have been choppy, what setting/tweak am I overlooking?

Computer is running Windows 11, display set to 60hz
Software I am recording (MTG Arena) is set to it's lowest resolution setting (1366x768) and FPS limit of 60

Your report does not contain a recording session. You should switch to Intel Quick Sync video encoder. You can also change the resolution to 1920x1080 60 or 30 fps

Any recording I try to attach, I get a message that file is too big (unless 15 seconds is still to large?). I do not have that resolution as an option either in OBS or Arena. I will look into the quicksync, but this was not something I encountered before when I set up OBS and recorded successfully, so I'm not sure that it's an issue now...howeer, I will look into that
