In your log:
15:42:07.168: [x264 encoder: 'streaming_h264'] preset: veryfast
15:42:07.168: [x264 encoder: 'streaming_h264'] settings:
15:42:07.168: rate_control: CBR
15:42:07.168: bitrate: 3500
15:42:07.168: buffer size: 3500
15:42:07.168: crf: 0
15:42:07.168: fps_num: 30
15:42:07.168: fps_den: 1
15:42:07.168: width: 1280
15:42:07.168: height: 720
15:42:07.168: keyint: 60
15:42:07.168: vfr: off
15:42:07.168:
15:42:07.168: [x264 encoder: 'streaming_h264'] custom settings: scenecut=0

It seems you are using ADVANCED options with that custom setting.

I´ve received a private message showing me that default OBS Streaming options include that "scenecut=0".

Another wel-know member of this forum always recommends removing that option.
This is why I recommend it.

But now I think removing this option won´t really make any difference.

So, in your case,
1280x720p 60FPS
15:41:51.994: Output 'adv_stream': Number of skipped frames due to encoding lag: 1665 (3.4%)

Reduce to 30 FPS and make sure you leave Rescale unchecked in Output settings.

But, you have tried this:
1280x720p 30 fps
16:31:50.229: Output 'adv_stream': Number of skipped frames due to encoding lag: 948278818 (68.3%)

More lag in second case makes me think you are resaling in Video options and in Output. If so, leave this last unchecked (Output settings rescale, unchecked)

And try with 1280x720 30 FPS

(1280x720 60 FPS was near perfect; maybe you can try 50 FPS-- seen in ESL CSGO Spanish channel--)

Is it better to run OBS on difrent ssd than Windows? Like: ssd 1 whindows R6 siege ssd 2 OBS or better Whit R6 siege and OBS on SSD2?

Watched video: IT looks great!

11:31:16.296: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 6 (0.1%)

11:37:48.471: Output 'adv_stream': Number of skipped frames due to encoding lag: 571 (2.5%)
11:37:48.471: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 4 (0.0%)

11:48:17.746: Output 'simple_stream': Number of skipped frames due to encoding lag: 620 (2.5%)
11:48:17.746: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 7 (0.0%)

Really, no problems here.

To avoid those minor problems you can use 50 FPS
