Question / Help HELP still unsolved! Possible deinterlacing issue.

Yo dudes I'm having a problem.

EDIT: So I've been told that this might be an interlacing issue, but I've changed my settings in obs to every kind of different deinterlacing specs and nothing has helped. In fact none of the options appeared to do anything at all. Changing my FPS and resolution have not helped the issue either. What do I need to do?

ORIGINAL: So I keep getting movement scanlines on my captures on obs. These lines do not appear on my TV nor the native capture from my Happauge device/software. What I mean is I can view the video in the Happauge programs viewing window and these lines aren't there, but they do appear when I use OBS. Is there some setting I need to change to make it work? I can provide additional information, but I don't know what is pertinent.

Looks like interlacing to me. I've yet to try to capture interlaced video, but I did a forum search and found this:

So try right-clicking your source and pick Deinterlacing.

I mean the deinterlacing is on disable but what should I choose instead?

I've clicked every deinterlace option. None of them looked like the did anything. I'm pretty sure there was no difference in visuals. I also tried changing resolution and fps separately as well and none of those options looked like they did anything in obs either.
