My ingame resolution is 1024x768. I'm streaming at 2500 bitrate and I have the resolution set at 1920x1080 and downscaled to 1280x720. When standing still in a game it looks clear but when I move around fast it's pixelated and grainy. My CPU preset is at faster. I tried medium and it still looks the same. I also have tried with 30FPS, 45, 48 and 60FPS. It all looks the same. I get 5.6Mbps up
I have a i7 6700, 8GB of RAM and a GTX 660. Can someone please help me?

Heres my OBS studio log: https://gist.github.com/anonymous/ee969b5d19fc404ee8251333e3864b0f

Thats a complete log BUT there is no streaming attempt .

So, start OBS, stream for at least 30 seconds,
Stop OBS

Start again and post last log.

14:20:46.432: [x264 encoder: 'streaming_h264'] custom settings: scenecut=0

Remove scenecut=0 from custom settings.
Raise bitrate to 3500

In regards to your settings, they look fine to me to be honest. Are you sure it's more pixelated than other streams out there? 720p60 is going to be a little bit pixelated when there's lots of movement, especially at Twitch's bitrates, even if you could raise the preset to medium or better.

And in regards to the log for further help with troubleshooting - as the linked forum post says: upload a log from your last session (ie the last time you ran the program, not the current session) that includes starting, streaming, and exiting. :)
