Bug Report HELP PLEASE - NEW TO OBS - 2nd CAM NOT SHOWING

I am using Windows 10 and since 2 releases now - when i create a new scene the 2nd cam is not coming up. In my first scene if i switch the video capture it shows the 2nd cam but to create a new scene - no cameras come up. I did not have this issue before because I use to switch between my multi cam. Any help - thank you!

Your cameras are already in use in another program.

Good evening Harold thank you for your response - but what other program? This laptop is only used to broadcast on OBS - how can I find that out? Thank you for your response
