Don't expect much of a reply to your post? I'm not sure what you are asking
What does OBS Studio have to do with getting a Chromebook connected to a TV? does HDMI cable not work (or chromebook not have HDMI port)?

Realize that OBS Studio is for real-time video compositing, which is computationally demanding. OBS Studio can Record (locally) and/or Stream. Chromebooks are typically designed for NON-computationally demanding workloads (ie high battery life/low performance), so if you do need to use a Chromebook and OBS Studio (or any similar application), you typically need a fair amount of operating system expertise .. that falls into the advanced user realm (from what I understand... I could be wrong) if it is doable at all..

Maybe you are looking for something to 'cast' to TV (Chromecsat/screen mirror)?
