Question / Help help please! HIGH cpu usage

So i built a new streaming PC, and ever since i have started using it, OBS has HIGH CPU usage. I want to stream 720p 60 FPS, so i built the PC with a good skylake processor, and my streamer friends said it's OVERKIl, But i want to stream on a higher CPU Encoding besides Super Fast. When i change it to Very Fast or Faster, CPU usage goes up to about 80-90% and my stream starts lagging like crazy!
My internet is perfect, no dropped frames, 3500 bitrate ( i know i shouldn't but i want the best quality non-partnered streamer stream) here are my PC specs

i5-6500 4 Core Skylake processor
MSI Motherboard
8gb DDR4 2133mhz RAM
no GPU
2TB HDD 64MB Cache, 7200rpm
El Gato HD60 Capture Card

I don't want to lower it to 30fps, stream looks like shit when i do, i have done so many things, i made everything 1280x720, ran 64 bit ran as admin re-downlaoded obs, re downloaded el gato software. EVERYTHING i can think of, if anyone has any ideas please help!

If you want the best quality for non-partnered streamer, you do NOT stick a large percentage of your viewer base in buffering hell.

Most of the delay is in the video card.
 
@aramcaldwell Few things to try,

1. Have you tired a different USB port for the HD60?
2. Have you tired some software other than OBS at 720p / 60fps? if so what were the results and if not can you?
3. Can you post a log when you stream with CPU preset faster?
4. Have you tired just streaming with only the video capture as in the scene removing any popups etc? what was the outcome?
