Question / Help Help on downscaling

Hello!I think this is the fourth time I posted threads to this forum,because I just switched from Screenflow to OBS(because the former is a cracked version)and also all of you,including the dev have been really supporting me in these days.Thank you.

Anyways,I want to know what is actually downscaling and when to use it.

Because,I actually just started my first livestream(finished) and to tell you the truth,it was really really bad.
I set it on 720p60 on Youtube,and my specs are like this:

Base resolution:1280x720
Downscale resolution:480x360

And Youtube says the stream is going to be bad because it would have been 360p,not 720p60.

But,if I put the downscale up to 1280x720,it will be laggy(and it will cost too much CPU).Please help!!

P/S:MacBook Air Mid 2011,11 inches,OS X Yosemite 10.10.5,Screen:1366x768

Downscale is what you're actually sending out. So you're taking a game thats 720P, and downscaling that video stream to 360P. That's what's being output. If you want to stream at 720P, Remove the downscale. Or if you want your base resolution higher, then set the downscale to 1280x720

Thank you!So I should set my base resolution to 1366x768(fullscreen size) and set the downscale resolution to 1280x720,right?
