Question / Help [Help] OBS/upload disconnections every 20 minutes to 1.5 hours

Hello,
Figured I would give forums a shot for the concerns below. Thank you for your time and assistance.

Problem: During streaming, upload connection will reset around 1.5 hours of usage.
2-3 minute downtime before re-connection. Then it will disconnect in another 20 minutes to 1.5 hours.

Specifically note that it appears most frequently every 1.5 hours (11:20 ~ 11:30 am, 12:50 ~ 1:00 pm, 2:20 ~ 2:30 pm, 3:50 ~ 4:00 pm, 5:20 ~ 5:30 pm, 6:50 ~ 7:00 pm, etc.) upload for any service will degrade significantly. Downloads appear to be fine.

Approximately 2 months of service disruption as of 12/23/2019

Most recent speedtest: Ping: 9ms - Download: 195.44 Mbps - Upload: 14.51 Mbps
Base (Canvas Resolution: 1920x1080)
Output (Scaled Resolution) 1280 x 720
Encoder: Hardware (NVENC)

I'm running i9-9900k & 2080 ti 11gb
Troubleshooting:
  1. Tested two live-streaming programs (OBS and Streamlabs OBS) - fresh install
    * This was done on TWO different computers.
  2. Router settings reviewed and reset (multiple times)
* Modem also reset
* Tested connected to modem and router
3. New modem received by ISP early in December and 12/24/2019, issue across three modems.
4. Replaced Ethernet cables from machine, and between modem/router.
6. Set specific server for Twitch service (Chicago, New York) - also used automated server choice.
7. Changed bitrate between 1500 and 6000 - regardless of bitrate upload disconnection occurred.
8. Network drivers are up to date on applicable machines.
9. Firmware is up to date on router
10. Multiple bandwidth tests indicating 13-16 upload which should support above bitrates.
11. Ran over VPN to test and disconnection happened around the 1.5 hour mark.
12. Tested same OBS settings at another house with a different ISP. No issue, up time of 5.5 hours.
A tech from service provider has already come to look at all our lines, and speaking to my ISP I'm getting push back it isn't them.

Any ideas would be greatly appreciated!

Very clearly a network issue and nothing else.

Check NIC, drivers, local cables, router,

Run TwitchTest.

I ran Twitchtest for the entire North America region.
Drivers are all up to date, cables have been replaced and I eliminated the router in some testing all together.

The upload issue is only during the 30 minute to 1.5 intervals.
Most consistent with 1.5 hours.

Try using a static IP in case your router has broken DHCP. Also your RTT values in TwitchTest are abnormally high if you are based in the USA, I would expect at least one of the servers to be < 20ms.
