Don't ignore pinned post in this forum regarding posting your OBS Studio log from a Recording/Streaming session (link in my .sig)
Your screen shots don't show most import settings for video recording

And OBS Studio does NOT run in a vacuum, what else is running in the background can make a huge difference. A specific game or settings within a game can impact your system causing bottlenecks. So, folks might be able to check your OBS Studio settings and see something obvious... or not. And even if OBS Studio is fine, for other reasons you could still have problems because of Operating System config incompatible with what you are trying to do

Disable HAGS
Enable windows game mode
Run OBS as admin

Now, run the Auto-configuration Wizard (tools menu) and apply the settings it gives. Do NOT change a thing.
Restart OBS. Yes, it's important to restart it after using the wizard.
Now test it as is. Do not change any setting.

Normally the wizard gives you the best settings your hardware can do.
If it working fine, try selecting a better preset for the quality and test it.

The wizard tool puts my output on 1920x1080... and ofc it also works in 1080p but again... if i put it in 4k it doesnt work.
PS: i did all the steps and it still loses like 75% to encoding... which is really wierd because it worked before as you can see on the link above

Use 30fps instead of 60fps
You need to go step by step. Lower the quality too.

The GPU encoder overload shows the GPU can't encode 4k at 60fps and high quality
Try in 2k too, 30 and 60 fps
Test.
