Help needed with OBS, not recording at a consistent 60fps.

For about 2 years since I first started using OBS it has never been consistent for me. No matter what I do I can't get a consistent 60fps in my recordings of games. It'll stay at 60fps but then there are parts in the video where it gets choppy/laggy then back to normal, and then back. I've tried practically everything from making it high priority, to setting my 144hz monitor to 60hz, trying lossless recording, to CQP at Level 17, from recording at 1440p to 1080p, Turning Game Mode Off to turning it On as recommended now on the OBS website, Turning Windows Security Off, setting the recording to 59.94 in OBS, and finally recording on an SSD. None of that works. Some recordings never get choppy/laggy but the next time I record something on that exact same day right, or right afterwards it's a different story. I thought I fixed it back a couple of months back but then it went right back to being inconsistent.
