I've been having issue lately with either the video being filled with artifacts when action happens on lower bitrates no matter what encoder or cbr/vbr and when I put the bitrate higher it seems to stutter or just not be smooth. Almost like a lower fps. My fps in the game i'm recording doesnt change at all so I don't think it's hardware. If I change it to a higher bitrate the first recording seems to not stutter too for some reason.
PC spec:
cpu: i7 6700k
gpu: xfx r9 390xram: 16 gb ddr4

Attached is the settings i've been using. 10k bitrate is the higher one and 3500 is the lower.
