I have a laptop with the following components:
➀ Processor: Intel(R) Core(TM) i7-4710HQ CPU @ 2.50GHz
➁ Video Card: NVIDIA GeForce GTX 850M
➂ Video Card #2: Intel(R) HD Graphics 4600
➃ RAM: 8.0 GB
Download Speed: 83.52 Mbps
Upload Speed: 94.91 Mbps

My problem is Encoding overloaded. I don't have problem when I play (60fps), but on livestream (youtube) it's jammed every 5 seconds. I want to mention that in Windows 8.1 there were no problems with OBS when I was making a live stream, but now in Windows 10 this is the problem. I tried to change from x264 to NVENC and QuickSync and I didn't fix the problem. I need your help, I will try anything, please do not give me a link from other topics because I already checked everything.

Enable vsync in the game and if necessary adjust your settings so that your GPU doesn't get overloaded. That log shows ~40% of frames were lost due to the GPU being hosed.

Yea man, I try to disable and enable vsync and it's not useful. Is it worth mentioning that I have my TV connected to my laptop? Maybe this influence on windows 10? In windows 8.1 I run smoothly.
