Question / Help Help Finding Stream Settings for 2K Resolution (Non-Partnered)

Hey,

So I have tried looking at pretty much every thread google can find to try to address this issue and I cannot solve it. If anyone could help me find settings which can help make my stream not look like garbage I would be ecstatic.

I have been streaming off and on for a couple years but only recently have I had this 2K monitor. Every since then everything outputting on my stream has turned to garbage and its awful to watch. I don't have any PC spec or internet limits that are preventing me from adjusting settings, I simply just haven't found any that work without being partnered and having trascoders. I am trying to output to 720/60hz optimally.

Here is what I've tried to test recently.
Base Resolution: 2K (tried 1080p and that actually seems to look a bit better)
Output: 720p
Downscale Filter: Lanczos
FPS: 60
Bitrate: 2800 (tried anywhere from 2500-3500, all look pretty jumbled)
Encoder: x264
Encoder Preset: Faster
Rate Control: CBR

If anyone has any suggestions or has solved this problem on their own I would really appreciate the advice because viewer retention since having this monitor is next to impossible.
