Help finding source of capture card audio problem on new PC

I have been trying to switch computers to record and stream on my newer and more powerful PC but I am having issues with the audio from my capture card. The audio from the capture card will either cut out for a moment, get static/crackle, or skip a bit. I originally thought that maybe one of my cords for the capture card or my headphones were going, but the headphones work fine everywhere else and the capture card works perfectly fine on my old PC. I spent a lot of time yesterday with a friend trying to troubleshoot and test different settings and filters to see if we could fix the problem, and we thought we had fixed it last night with there seeming to be no more issues. However I opened OBS again tonight only for the issue to be back full force. I tried a last resort of uninstalling OBS and starting completely fresh to see if that would help but the issues persist. I'm hoping someone here can help me find the problem so that I can fix it. The capture card is an EVGA XR1 Pro, and my obs log is here.
 
I realized that I forgot to add some basic information on my PC so I will include that here along with some of my recent tests to try and pinpoint the cause of the problem.
  • Windows 11 (Build 26100.7623)
  • AMD Ryzen 7 7800X3D 4.2 GHz 8-Core Processor
  • 32 GB RAM
  • MSI VENTUS 3X OC GeForce RTX 4070 12 GB Video Card
If I'm forgetting anything else please let me know. The capture card is capturing my PS5 if that helps too.

As for the recent testing I've done, I started with checking if other sources had audio problems or if it only happens with the capture card. I tested game capture and browser source specifically, both of these were fine when recording and monitoring. The audio issues for my capture card happens on recordings and when monitoring the audio. I'm currently testing what lowering the volume level does and it seems like it's helping a bit, but the problem still remains even when the audio is barely audible. I'll keep adjusting the levels over a few more days to make sure it's not just my imagination and then try something else. If I make any notable progress or find the problem I'll post another update.
 
Mute the audio for the EVGA and then add an audio source and select the EVGA. It should hopefully be 48000 Hz to match the mic and output. Then go to the Advanced Audio Properties and disable the video audio from the tracks.

I tried adding it as its own audio source and the audio issues persist. I also tried using it as a global audio device to see if that changed anything and it was the same result. I can't see the sample rate for EVGA in OBS, but according to windows the audio from the capture card is 48000 HZ (2 Channels, 16 bit, 48000 HZ DVD Quality) while the audio sample rate in OBS is 48 KHz. I did notice that the input volume was very rarely going into the red, so I tried turning the input volume down in windows to see if that had any effect, but there seems to be no noticeable change there.
