Question / Help Hello there

So i want to stream Half Life 1 but if i try, everything is laggy, i tried every low end PC setting i found on internet but still nothing
Here are my specs:
Win7 64bit
Amd Athlon 64×2 Dual Core Processor 4600+ 2.40GHz
5gb ram
Ati Radeon (1gb vram)
Can you help me ?

This PC does not have enough horsepower to stream. An upgrade is required.

With "upgrade", @Zidakuh means a completely new PC. Upgrading single components will not work.
