HDMI to USB card not picked up by OBS

As the title states, i got an HDMI to USB (albeit a budget) capture device and when plugged in (from my swtich), for whatever reason.. it isn't showing up under OBS devices at all despite being listed under windows devices? what's going on? for reference, this is the device i got: from ebay
