Question / Help HD PVR 2 change bitrate in OBS Studio

I was curious is there a way to change the bitrate of the hd pvr 2 in obs studio so that it does not pixelate in high motion scenes? I saw some PID options but I'm unfamiliar and dont want to change that. Thanks

I see, it is not just my problem.
I'm also looking for solutions for less pixelate in high dynamic scenes. What we should do? I use QuickSync for encode.
