Question / Help Having Trouble With The Quality Of My Stream

I don't mind it, but I would like to get rid of this effect if possible. I thought that I could maybe get rid of by streaming in 1920x1080, but then I get like 10 fps on fortnite, even when I lower the settings a lot. My specs:
16gb ram
Evga gtx 1060
ASUS Rampage IV Extreme
i7 3820

There's definitely much better quality on twitch, and if not twitch, then where should I stream to? I tried youtube and is has the exact same effect. It also has the exact same effect when I'm recording with obs. It just has a darker image and is just somewhat blurry for some reason. Isn't there something in the settings causing that?
