The above line indicates your CPU is really struggling to handle the workload of recording whilst gaming.

Your CPU is a dual core with two virtual cores, you won't get around the hardware limitation whilst using the x264 encoder built into OBS, unfortunately.
If you have a R7 260X (GCN 2.0) or R7 270X (GCN 1.0) you should try recording with the AMD AMF plugin by @Xaymar, located:
