Does OBS settings differ from game to game?

I ask this because i can stream 720p60 for PUBG without any issues, but when i try to stream GTA V with the same settings its very choppy and laggy on the stream end. I have to drop the frames to 30 FPS and bitrate to 2800 for it to be okayish?

So i am thinking its a PC problem? My computer is pretty outdated but i can stream PUBG fine with no choppy frames on the stream end.

Specs:

Mobo: ASRock Z87M EXTREME4
CPU: Core i5-4670K 3.4GHz
HSF: Coolermaster Hyper-212 EVO
GPU: Gigabyte 2G GTX 770
RAM: G.Skill-NT 8GB Kit(4Gx2) DDR3
OS: Win 10
Internet: UP: 100mbps / DOWN: 40mbps (surely this is plentiful to stream at 3200-3500 bitrate?)

Do i just have to keep tweaking until i find the proper settings?

Is it my outdated machhine?

Think about it for a moment. Different games consume different amounts of system resources, leaving more or less for OBS. If your system is borderline just running the game then you won't have enough CPU/GPU/Memory left to run OBS.

You can create unique profiles so you don't have to change the settings manually each time you move from PubG to GTA5, and that will help out, but ultimately you'll need to reduce your settings in game to give OBS the resources it needs OR upgrade your hardware to accommodate the possible range of games you play.
