Question / Help Having issues mainting FPS. Please help

Hey I made an account on here just for this question. So I have a decently large youtube channel with over a hundred thousand subscribers, I only say this cause with a large amount of viewers can that lag stream? But anyway lets get into it.
(I use obs studio)
So the games I mostly play are CS:GO, League of Legends, PUBG, and games like that. But before I got this pc I could stream all those games fine, that was a trash laptop with 4gb of ram and no gpu. Now if I stream CSGO, my frames drop from 300 to under 60 which from my expectation is bad. And OBS is set to 60 for youtube and 30 for twitch. And those never change. I haven't tried pubg yet. By my computer specs are:
16 gb ddr3 ram
Intel i7 4790
Nividia GeForce GTX 1060

Whenever I play a game, I like to play in Full Screen windowed, with obs open and usually chat on my second minitor. Also all my games are at full graphics and for some reason my computer doesn't like low graphics. I feel like I should change stuff there just not sure what yet. Could you guys help me out on what to do/use please. I really want to stream on youtube, and possible twitch.

Screenshots don't help, we need to see a log of a recording session from OBS.

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.
