Having delayed audio and video quality is bad. Running an elgato HD 60+

I'm using an elgato hd60+ and a pretty good PC (i7-9700 gtx 2060). I have used OBS before and things were fine. I just use it to play my Switch games docked and plan to stream eventually. Though for some reason my audio is distorted and delayed by a minute, my video quality is slow and looks bad. My logs say everything is fine, I'm not sure what to do. https://obsproject.com/logs/C2H6kPimbCzFwEK2

1. Run OBS as Admin. Right click on the shortcut, properties, advanced, check box, ok, apply, ok.
2. Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as Admin.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool.
