Having "an encoder error occurred while recording"

Hi... I used to able to run my OBS on my win 7 PC however recently it couldn't record and this error message "an encoder error occurred while recording" keep showing out, and the windows capture now couldn't capture almost 80% of the windows that opened up... Need help urgently... Thanks in advance!

Tried #2 method but its not working, let me try #1 method... But thats weird cz my other win7 is able to run OBS as usual and previously my pc also able to run OBS. Just wonder why.

Tried again today, finally successfully to record! thanks for the win 10 solution!

however some of the windows couldnt be captured, let say i opened chrome, but it couldnt detect the chrome windows, may i know how to solve this?

2. Try changing the hardware acceleration setting in the Chrome settings and make sure Chrome is up to date.

tried both methods but still google chrome couldnt show in the window capture...and i tested using "calculator" program and the window capture was blank screen...
