Question / Help Hardware Encoding + Software Encoding Plausibility

I am currently in the process of building a new dedicate streaming box, in a small m-atx case. I stream Smash Bros, everything from 64 to Sm4sh, and the ability to move the box around was vital.

It currently has an FX-8350, and a 7950, though I was looking into either a R9 380 or GTX 950 for better hardware encoding.

I was considering using the option of streaming and recording with two different setups, and was wondering how plausible it would be to stream at an average bitrate (2500-3000) at 720/60fps using the x264 encoder to do so, and then recording locally at a much higher bitrate at 1080p/60FPS using VCE (or possibly NVENC in the future)?

If it is reasonable, which, if any GPU upgrade be best for the local recordings? From what I've read, it appears that VCE 3.0 is now by far the best hardware encoder out there, so I was leaning towards the 380.
