Question / Help Hardware Encoding problem

I am having an issue with OBS not allowing men to hardware encode. I have never had this issue before. this is the oldest machine I have tried it with and the drivers are the most recent that I can find. I mainly use it with an Elgato to live stream my high school's basketball games so all the computer is doing is rendering the video

OBS doesn't seem to think this computer has a GPU that supports hardware encoding:

03:01:19.204: [AMF] AMF Test failed due to one or more errors.

I can't tell from Wikipedia whether this card supports VCE or not. It seems like this card is from 2011 or so, is that correct? Because if so, it does not support VCE.
