We are trying to connect to an internal application and the handshake is failing. Tried changing stream id. used authentication and not. Still nothing

First, why did you change the Bind to IP settings? Change that back to default.

Second, if you can't connect to your own internal server, check the routing and make sure the PC you're streaming from can access the server on your local network. This will be a network config issue, not something wrong in OBS.

Thank you for the response. I should have provided more detail in my original response. I changed the bindings (from default) based on a few thread postings saying you should do that. regardless, it failed in both configurations. I have used the IP and name of the server we are connecting to and the behavior is the same. I appreciate the help.

Are you sure the port is 1955? Default RTMP port is 1935.

yes it was orginally set (incorrectly) to port 1955 but the last log entry shows it corrected. also verified just now (see below)
