"Starting the output failed. Please check the log for details.

Note: If you are using the NVENC or AMD encoders, make sure your drivers are up to date."

I have a feeling this is a driver issue, because I am using old NVidia drivers, but see... the problem is... using newer drivers on my laptop(Acer Nitro 5 AN515-51), causes tremendous lag. Is there any way I can update my NVidia driver to support OBS and vulkan and other stuff without getting this crazy FPS drop?

And I've showed my device manager just to show I'm not screwing around or lying about my system specs. And I've also given an image of my driver version.

Try with 398.82 drivers.
Wait a second, I just went to NVIDIAs website and there's 2 versions of each card or something? I seen a desktop 398.82, and a notebook 398.82 is there some setting in Geforce experience to auto update to notebook versions of drivers? Maybe that's the cause? It's updating to desktop versions? Honestly I don't know.

Nevermind everyone, I successfully updated my graphics driver without the 3d physics engine or whatever and it works fine, and so does obs.
