Question / Help Graphics Card for Streaming PC needed?

Good evening everyone,

I bought a second pc a few days ago, just for streaming. So the Elgato HD60 graps the picture of my main pc and put it in OBS Studio on my Streaming-PC.

All is working fine but in my opinion, the moving pictures are not "smooth" enough (Pixelated). I am streaming with a Bitrate of 3000. Video Output:1020x720 (x264 Codec / CBR / CPU=veryfast). Scaling: Lanczos

Could the onboard-grapics card be the bottleneck??? (Don´t know, if this influence the "convert")

Specs of my Streaming-PC:
Intel i5-3470 (3,2 GHZ)
8 GB DDR3
Intel HD Graphics (onboard)
The Elgato is connected to an USB 3-port

Thanks for any help, best wishes

Integrated GPUs are working fine as long as you do not have super complicated scenes.
Slight pixelation is unavoidable with "only" 3000 bitrate and fast paced games.
