Question / Help graphics card encoder / encoding overload

Hi,
I have TWO different problems, but only one needs to be solved:

First:
since yesterday I can't stream with my graphics card as encoder.
It worked fine in the afternoon, but a few hours later, when I wanted to stream again (on twitch btw) it would "uploaded" with under 100 kb/s and dropped after one second to 0 kb/s, staying that way. So no stream what so ever.
I haven't changed any settings in the meantime.
OBS studio wasn't closing the stream after that and crashed.

So today I tried reinstalling. Still the same result.
I also resetted my stream key.

I did however managed to stream again, but ONLY when I change my encoder to cpu.
So is my graphics card broken? As I said it worked before. Haven't changed any other settings than that...

So the second issue is:
With my cpu as encoder I get encoding overload and because of that (of course) lags ingame and in the stream. Every few minutes for a few seconds. Doesn't get worse and occourse also at the start of the stream.
