Grainy stream when playing Rocket League

So yeah, pretty much the title.

There must be a way to fix this, but I have not found a solution. I understand that it has to do with a lot of movement and rapidly changing pixels while playing this particular game, but I have a decent PC (i7 7700K / gtx 1080) and feel like there must be something I can tweak in OBS settings to help me fix this problem.

Any help would be greatly appreciated!

Notice in particular how the face cam quality depletes from kickoff to when I am driving around!!

1. The version of Windows you are running (1909) has a limitation which causes performance issues in hardware accelerated applications (such as games and OBS) if multiple monitors with different refresh rates are present. Your system's monitors have 2 different refresh rates (144 and 60), so you are affected by this limitation.

To fix this issue, we recommend updating to the Windows 10 May 2020 Update. Follow these instructions if you're not sure how to update or set both monitors to the same refresh rate or disconnect a monitor. You should also update per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. Change the refresh rate on your Asus monitor from 144 to 120 Hz and cap your games at 120 FPS.
3. Run OBS as Admin
4. Set your OBS Common FPS to 60
5. If iVCam supports 30 FPS, use that instead of 25 FPS.
6. At least one of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 44100 Hz
Speakers (Realtek High Definition Audio): 48000 Hz
Microphone (2- C-Media USB Headphone Set ): 44100 Hz
Logitech Headset Mic (healtek High Definition Audio): 48000 Hz
7. Please be aware that Having the YUV Color range set to "Full" will cause playback issues in certain browsers and on various video platforms. Shadows, highlights and color will look off. In OBS, go to "Settings -> Advanced" and set "YUV Color Range" back to "Partial".
8. Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as Admin.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.

Thank you very much for your extremely detailed response!

Are you suggesting that I change my version of Windows AS WELL AS changing the refresh rate on my monitors? Or should the Windows update alone fix my issue?

Also, I must have uploaded the wrong log. I think this is the correct one:
