Question / Help Grainy Output & Encoding Overloaded

I've been streaming to YouTube instead of Twitch lately b/c Twitch enforces an maximum bitrate of 3500kbps and I like to stream at 720p60fps which leaves my picture quality slightly grainy. An example of this is here:

When I used the classic OBS, I wouldn't have this issue with the stream quality being that grainy. I can't seem to figure out why it's the case now with OBS Studio.
Additionally when playing sometimes I get the Encoding Overloaded message. Here's my latest log where I was streaming to YouTube & got some Encoding Overloaded messages as well as my Battlefield 1 game was not running at 60FPS for a majority of the time. It would bounce between 40 and 70.

I'm basically wondering if there are better settings I could be using in order to 1) get better quality from 3500kbps streams in order to stream on Twitch again and 2) configure OBS to eat up less resources such that I can play BF1 at better FPS while streaming. Any assistance would help.
