Bug Report Gpu usage and fps slowly goes down while I stream.

For some reason, whenever I stream a game with obs, my fps will slowly decline over time and will get worse and worse. I have also noticed my Gpu usage goes down and I dont know how to fix it. I can really only get 30 Minutes of streaming before 60 fps becomes 40 then to 30 and 20, then wont go away till I relaunch the game and close obs.
