GPU Encoding Overloaded, Better GPU Solve My Issue?

I have a two PC streaming setup.
My streaming PC has an i9-9900k and a RTX 2080 Ti.
I stream 1440p60fps at 20,000 bitrate using NVENC H.264 to YouTube & record simultaneously at CQP 30 using NVENC H.264

I've started having encoding overload issues recently; its not constant & the majority of the stream looks great, but the stuttering/frame drop happens enough that it can be annoying for viewers. The stuttering & frame drop obviously gets worse when I open a 2nd instance of OBS to stream on TikTok. (Because I use two Elgato Mk.2s, I can capture the same source in two OBS windows simultaneously.) I am able to stream to TikTok, but not record since I'm maxing out the number of NVENC encoding processes. (which is fine, but I want to stream lag free on TikTok as well)

Would a better/newer GPU fix my problem? (or am I bottlenecked with something else)
- From what I understand, all NVIDIA GPUs from the 2060 to the 3090 all have the same NVENC chip so would another card even make sense?
Would switching to NVENC HEVC help? (or any other encoder)
Do I just have too many devices connected at once? (list of connected devices below)

(I have tried freeing up GPU usage my using x264 to stream or record, but I can't get a high enough quality output without causing constant encoding overload that's WAY worse than what I already get using NVENC)

List of capture devices connected to my streaming PC:
-Elgato 4k60 Pro MK2 that captures my camera at 1080p60
-Elgato 4k60 Pro MK2 that captures my gaming PC at 1440p144
-Logitech Brio webcam that I use as my handcam at 720p60
-Logitech Brio webcam that I use as a corner view of my entire office at 1440p30

Something wrong with Logitech BRIO, disconnect and check again.
I tried connecting my Logitech Brios to different USB 3 ports on the back of my PC, and they still work fine, but I also still experience stuttering/frame drops during my stream. (attached latest log file)

My most recent stream also had network issues which I couldn't avoid but I'm still wondering if a better GPU would help fix the GPU encoding overload issue I'm having.
