I got:
3 mega upload speed

Gaming pc:
I7 8700
Gtx 1080 ti
32 ram

An other pc: (potencial streaming pc if it will be better this way)
I7 4970
Aorus rx 580
16 ram

I tried streaming with auto settings on my gaming pc, I had no laga or fps drops but the stream was blurry whenever I moved the camera( playing pubg and other fps games)
I need to know how to milk my resources to get the best looking stream

You should get a decent 720p stream with either of those PCs as the streaming PC. How are you getting the video from the gaming PC to the streaming PC? Post your OBS log files if you're looking for specific help.

Your PC is killing it on Medium and Slow preset, which is awesome, but failing at Slower, Very Slow, and Placebo (no surprise there). But as Harold said, you can't do 1080p at 2200kbps. Don't care what preset you use, that resolution needs far more bitrate. You need to downscale to 720p or maybe even smaller if 2200kbps is the max you can upload.

Edit: Looks like sometimes you did downscale to 720p, other times you left it at 1080p:

17:34:06.223: video settings reset:
17:34:06.223: base resolution: 1920x1080
17:34:06.223: output resolution: 1280x720
17:34:06.223: downscale filter: Lanczos
17:34:06.223: fps: 60/1
17:34:06.223: format: NV12
17:34:06.228: Settings changed (video)
17:34:06.228: ------------------------------------------------
17:34:06.994: ---------------------------------
17:34:06.994: [x264 encoder: 'streaming_h264'] preset: medium
17:34:06.994: [x264 encoder: 'streaming_h264'] settings:
17:34:06.994: rate_control: CBR
17:34:06.994: bitrate: 2300
17:34:06.994: buffer size: 2300
17:34:06.994: crf: 0
17:34:06.994: fps_num: 60
17:34:06.994: fps_den: 1
17:34:06.994: width: 1280
17:34:06.994: height: 720
17:34:06.994: keyint: 120

If you can't increase the bitrate past 2300 kbps, and you still don't think it looks good when you stream 720p60 (try Slow preset, Slower is probably too much for this CPU), then your next best option is to drop the resolution down another step. Try 1024x576.
