Good Specs and settings, but choppy footage.

I have watched countless videos on youtube for the best OBS settings for recording and streaming, but my footage looks choppy, not like 30FPS, but doesn't feel like 60FPS. I have tried to do everything in the settings to make the footage smooth but no luck, even tried uninstalling OBS, formating the PC, and using the settings OBS suggests to you when you first install it.

I have ran OBS as an admin also, I have a relatively good PC for recording and playing, I even know some ppl have lower-tier PCs and record footage so smoothly.

PC Specs:

GPU: GTX 1080
CPU: i7 7700K
RAM: 16G

NOTE: I see a lot of twitch streams that look incredibly smooth it almost feels like it's more than 60FPS, but when you check the video stats you see that they stream on 60FPS, I notice that with streamers with High-end specs and others just like mine, am I missing something? and I don't have an SSD, could this have any sort of impact?

Set the refresh rate on your monitor to 120 Hz and cap your games at 120 FPS.
Run OBS as admin.

Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as admin.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.

1. If available via Windows Update, update Windows 10 to 20H2/09 per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. Change the refresh rate on your Zowie/BenQ monitor from 144 Hz to 120 Hz and cap your games at 120 FPS.
3. Instead of CBR, use Rate Control CQP for recording with CQ Level 23, Key and B frame 2, Preset Quality, Profile High, Psycho Visual Tuning checked.
Adjust CQ level as needed, lower = better quality but more disk space.

I always right-click obs to run it as an admin, I always felt like it doesn't do so, and it doesn't get the little shield next to it, any idea how to run it as an admin other than right-clicking then pressing "run as an administrator"?
