Good "general" settings for Ryzen 3700x? (720@60)

Not to be rude, but I just want to start off by saying this. My build has a gtx 1080, but I do not want to use nvec. I do not like the way it looks for streaming. Way too pixelated, I upgraded my CPU for a reason (was an i7 2850k so a decent upgrade). I say this because every time I ask for advice/help with this. I always seem to get "oh just use nvec easy" almost feeling as some sort of blow off answer.

Anyways, upgraded my PC for streaming, my current build is as follows:
CPU - Ryzen 7 3700x
RAM - 32gb DDR4 (Corsaire Vengence 3600MHz)
GPU - GTX 1080
Mobo - B550 A-Pro
OS - Windows 10 pro 64 bit.

Here are the settings I tested out:

I stream out mostly faster paced FPS's + like overwatch + Vtube (using softrware called vtube studio that streams from my phone being used as a webcam). Ever since testing my upgrade the streams seem to be at much higher looking quality BUT not all my games run as well as I think they should. I am well aware im not going to be getting a smooth 60FPS on every single game I stream. But sometimes there seems to be nothing I can do game wise to get my games to not look choppy on stream. Even though, my OBS is always reading that my stream is running "smooth" with no dropped frames or anything and my games are never choppy, + my CPU usage is nowhere near max (peaking at around barely 50% even when streaming out a game like Cyberpunk). BUT, when I look at my stream, Overwatch looked passable (not quite looking as "smooth" as i feel 60fps should be), Cyberpunk was extremely choppy even at all low settings when I would walk or move in game I would get rubberband like stuttering ever 30 seconds or so. And finally, battlefront 2 was just not working at all, on stream it was looking like 5fps no matter what I did. And again, on my end my FPS is always pretty much perfect.

Increase your bitrate. 4000 is too low for 720p playing high FPS games. Set it to be at least 5000. Try using Lanczos as well.
Follow the recommended settings for your streaming platform. None use keyframe of 1. They all use 2.
