Question / Help Good Framerate when not moving

This just started happened about a week ago just randomly the fps dives whenever i'm moving in wow. I have tried messing with bitrate, fps, and the quality and nothing really seems to help to much. I have even made OBS in high priority on task manager.

Just some additional info.

• i am running win 10
• i have just seen these results with streaming i haven't tried recording yet
• This decrease in performance happened randomly, the only thing i can think of is maybe the recent WoW patch makes the game more demanding
