To anyone that is going to reply to this thread with some insight i just want to say thankyou!
Becasue i have been at this for trial and error consistently for the past few days, i am trying to stream to twitch and have probably tried every combination of settings possible and still every single stream is either pixelated, choppy, always loading or laggy. I am just trying to chase the smoothest stream settings i can possibly have for my comp specs and internet speeds. All i am trying to do is stream Fornite at 720, iv tried using Gpu and Cpu for my encoding. So here are my comp specs.

Read the Twitch guidelines

720p at 60FPS high limit is 5000kbps
https://stream.twitch.tv/encoding/

You are trying to do 6000kpbs. You better change that or you'll get your account banned.

13:31:18.682: [NVENC encoder: 'streaming_h264'] settings:
13:31:18.682: rate_control: CBR
13:31:18.682: bitrate: 6000 <------------------------ !!!
13:31:18.682: cqp: 0
13:31:18.682: keyint: 120

13:31:18.682: profile: high
13:31:18.682: level: auto
13:31:18.682: width: 1280
13:31:18.682: height: 720
13:31:18.682: 2-pass: false
13:31:18.682: b-frames: 2
13:31:18.682: GPU: 0

For Fortnite, you need to frame limit and reduce the video settings. With your system makeup, I'd recommend turning everything down to no more than the lowest and medium settings.

Hey brother i extremely appreciate your input in a solution to my problem! unfortunately i just trialed those settings again as i have done before, and still the stream persists to have some choppy look to the gameplay, all my fortnite settings are either off or on medium.

STREAM ISSUE IS STILL UNRESOLVED. REALLY CONCERNED ABOUT WHY MY AUDIO IS SO DELAYED ALSO, I SHOOT, AND THEN ON MY STREAM THE SOUND COMES THROUGH SECONDS LATER.

I think i may have solved my sound delay issue! so iv come back to let anyone know that might stumble upon thy thread.
In my computer ''audio and sound settings'' my headphones and mic were under performance 44.8Khz but in my obs stream output audio settings i had it set too 44.1Khz.
