Global sound the new norm?

Hi all, I have posted about this in the past and have seen many posts about this. When you add an Audio input capture as a source in a scene, does it now make that mic global in all scenes? Here is what is happening: I disable ALL global audio devices in the audio preferences > add audio input capture as a source > select Monitor and output from advanced settings > now any scene I create, I can hear that audio input capture device in the scene, even if I have NO sources selected. No video, no browser, no nothing, but I can hear the mic. The audio would be scene-specific in the past, so if I didn't have audio input selected in one scene, I would not hear the mic.

It only happens with audio input capture, not other audio like a music file.

Here is what I have done:
Wiped OBS and have done a clean install
Upgraded Mac operating system to Monterey
Removed Loopback, Blackhole, VB audio cables
Trashed preferences

After doing all this, it makes me think this is just how OBS operates now. Can someone confirm that this is a glitch or if this is how OBS functions? If this is how it functions, it is an awful user experience because I know I have to manually mute and unmute the mic every time I switch scenes.

Please, any help would be great. I need to know if I should stop trying to solve this issue or if this is a glitch.

2021 Macbook pro running Monterey
ATEM mini pro as audio interface
Rhode Wireless lav
OBS version 27.2.4
