Question / Help gigantic swings in livestream health

what I was seeing was from around 800kbs to 3500kbs and it was kind of bothering me. I changed CBR at one point from 2500 to 5000, and strangely enough i saw the same sort of swings, just in different ranges. am i being paranoid? I just want to have the best quality vid and sound i can.

internet provider: Cox cable, 150m/bs data plan

That plus your high dropped frame count would indicate connection instability. Considering your speed test results you should call your ISP.
