Question / Help getting very low FPS values on output. any help?

i am getting very low FPS values on the output videos i record with OBS (1-5 FPS) though in my screen its fine (40 FPS or when game not on fullscreen 200-100). i tried changing the bitrate, but that didnt help even on 40000 and even on 10. didnt change at all. not using any crazy settings, general stuff.
