Question / Help Getting micro stutters/fps drops on video while streaming/recording

Good day,

Some week or two ago, my stream suddenly started to micro stutter. It happened after my internet had some issues. When the internet was fixed the issue remained and i have no idea what causing it.
My download and upload speed is 100mb/s.
Switched from i5-8600 to i7-8700k.
Tried swaping GPU's from rtx2060 to gtx1060.
Clean windows.
Clean drivers.
Tried different settings : NVENC vs x264. Different presets. Different Output resolutions. Different FPS settings.
While streaming my game performance doesn't suffer i am getting stable FPS. The temperatures are also good.
At this point i have no idea what is causing this issues.
I am attaching two logs :
First is streamed with 720p 60 fps ( a lot of stutters )
Second is steamed with 480p 60 fps ( less stutters, but still visible )

I have the same issue, not CPU or GPU overload. Running an i9 9900ks and RTX2080ti ftw3. CPU is running at 35% while streaming in game and GPU is running at 58% while streaming in game. Curious if anyone figured out the real issue.

If you don't have CPU or GPU overload, then it's not the same issue. Please make your own thread and post a logfile.
