When I play the game its fine without OBS Studio, I have no issues with internet connection upload is around a steady 20mbps. I was streaming before and never had a issue, for some reason recently I notice more problems with the updated obs studio, or maybe its in my head? Who knows I looked over my settings and couldn't find anything. Maybe someone else can see something that I don't!

17:51:58.176: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 141 (1.9%)

Reduce FPS ingame

You have several game captures
Are all the same?
I mean, there should be only one game capture per scene collection and you should reuse it.

Maybe thats the issue. I went ahead and deleted all my scenes and are going to do specific ones to each one with their own game capture.

I have suspicion that its my ISP that may be the cause of the lag. Im checking it and will return once I figure it out.

Run twitch test

TCP Window 64K
60 sec

Maybe you can use a better Twitch server

Also, you can tune your connection with TCPOptimizer

You have rendering frame lag: you have to reduce ingame graphics or rescale down to 600p, 540p or even 480p

You have some network issues. If switching servers can´t correct the problem, maybe you should ask your ISP.
Or you could try Restream.io as an alternative (maybe this can solve the problem )
