Question / Help Getting 20fps sometimes in stream and back to 60fps

I just started streaming and my specs are
i5 7500
gtx 1050ti
8gb ram
My upload speed is 50mbps
My streaming settings are:-
NVENC
4000bitrate
2sec interval
Preset :- default
Profile :- main
Lecel :- auto
Output (scaled) resolution :- 1280x720
Downscale filter :- lanczos
Fps :- 60
Process priorty :- normal

When i watch back my stream and when i see the stats the fps gets capped to 20 fps sometime and get it gets back to 60fps normal

By the way, the advanced stats on twitch playback can be wrong, depending on your webbrowser and settings.
When I record in 30fps and play the file in VLC, it's smooth and the log says no dropped/lagged/skipped frames, but when I watch may past streams on Twitch, the stats are jumping between 26 and 33fps, although the stream is smooth. For me, this is only the case with Firefox...in Chrome, the stats on the same past stream is showing stable 30fps all the time.
